RESUMO Os espaços territoriais especialmente protegidos englobam todos os conceitos de áreas protegidas e Unidades de Conservação. Estes são definidos na Constituição Federal, a qual imputa a proteção dessas áreas ao poder público. Existe um total de sessenta e cinco UCs, de domínio federal e estadual, no Estado de Pernambuco, perfazendo uma área de 1.298.975,28 ha (12.989,7 Km2), segundo os órgãos ambientais gestores, não tendo este trabalho englobado as UCs de domínio municipal ou particulares. A preocupação atual em relação às UCs é se estas estão realmente cumprindo o objetivo para os quais foram criadas. Uma grande fração das UCs no mundo é conhecida por “parques de papel”, devido ao fato de não terem sido realmente implantadas, tendo apenas uma existência virtual, como um diploma legal e limites desenhados em mapas oficiais. O Plano de Manejo é uma importante ferramenta no gerenciamento de uma UC, ele determina e delimita as atividades a serem desenvolvidas pela Unidade. Em conjunto com uma adequada situação legal e a infra-estrutura apropriada, o Plano de Manejo dá suporte ao funcionamento e ao alcance dos objetivos da UC. O presente trabalho foi realizado buscando investigar a situação legal, do plano de manejo e da infra-estrutura das UCs federais e estaduais no Estado de Pernambuco, com o objetivo de apresentar uma leitura panorâmica atual destas UCs. Os métodos de captação de dados foram a pesquisa bibliográfica e documental, bem como um levantamento realizado por meio da aplicação de um questionário no qual os gestores e administradores de UCs registraram em suas respostas a situação das mesmas. Assim, foi possível realizar a pesquisa das UCs no Estado de Pernambuco proposta. Do universo e população pesquisada, investigou-se uma amostra de dez UCs federais e três UCs estaduais. A pesquisa concluiu que apesar de uma razoável área do Estado dedicada à proteção ambiental de Biomas como a Caatinga, a Mata Atlântica e as Zonas Costeira e Marinha, a maioria das UCs estaduais em Pernambuco são “parques de papel”, fato não recorrente no âmbito federal, dentro dos limites do Estado. Todavia, do total de UCs de domínio federal ou estadual, raros são os exemplos de UCs que estão em total acordo com o SNUC. ABSTRACT Specially protected territorial spaces encompass all types of protected areas and conservation units (UCs). These are defined in the Federal Constitution, which assigns the protection of those areas to the public sector. According to the supervising environmental agencies, there are a total of sixty-five UCs, either under federal or state responsibility, within the state of Pernambuco. They add up to a total area of 1,298,975.28 ha (12,989.7 Km2/ 5,015 sq mi), excluding UCs within private or municipal responsibility. Currently, the main concern with respect to the UCs is whether they are actually fulfilling the purposes for which they were created. A great portion of world’s UCs are know as “paper parks,” after the fact that they were never actually implemented and thus exist only as clerical factoids such as official titles or drawings in maps. The Handling Plan is an important tool for managing a UC, defining and establishing the scope of the activities to be performed. In conjunction with an adequate situation of legal affairs and an appropriate infrastructure, the Handling Plan provides the essential support for an UC to operate properly and meets its goals. The present work aims to assess the situation of legal affairs, the handling plan, and the infrastructure of the federal and state UCs within the Pernambuco state. The research goal is to present an updated overview of these UCs. The data elicitation methodologies employed were documental and bibliographical research, as well as data collection performed through a questionnaire in which UC managers and administrators were asked to describe the current situation of their respective units. This way, it was possible to attain a general overview of the UCs within the Pernambuco state, as proposed. From the statistical universe of interest, it was possible to evaluate a sample of ten federal UCs and three state UCs. The research concluded that in spite of the great area within the state being subjected to environmental protection of biomes such as the “caatinga” (semi-arid interior), the “mata atlântica” (original coastal forest), and the coastal and marine zones, the majority of the state UCs within Pernambuco are “paper parks,” a fact not observed when considering the federal UCs within the same area. Nonetheless, from the total UCs evaluated both under state or federal responsibility, very few of them are in complete accordance with the Conservation Unit National System.
